In Bulgaria, the European Union (EU)’s poorest member, faces a seemingly impossible task to finish the 2,000 Megawatt (twin reactor), Russian-designed Nuclear Power Plant (NPP), in Belene, Bulgaria.  The lessons of the Fukushima Dai No.1 triple meltdown on 12 Mar 2011, have caused Bulgarians to reassess the 30 year-old Russian NPP design planned there.  Russia’s Rosatom wants an extra $2.1 billion Euros now, for a total of 6.1 Billion Euros, that they say would be needed for improved safety measures, and insurance.

BULGARIAN STUDY CENTERS  Such as “Balkans and Black Sea Studies Center”- A Sofia Research Group agree the project is practically on “life support”… Separately another Bulgarian, Ilian Vassilev, former Chairman of a Consulting firm from Deloitte, Bulgaria, said: “With additional billions of Euros in debt, it (the NPP) will never take off”.  All seem to agree that no one would lend Bulgaria enough money to complete the project, except for the main contractor, Russian state-run Rosatom Corp. The findings by Bulgarian study centers may give the Bulgarian government the arguments it needs to “bite the bullet”, and cancel the Belene NPP without upsetting Russia, its chief supplier of oil and natural gas. Mark Hibbs, an analyst at the Carnegie Endowment for International Peace in Berlin, said on 22 Oct 2011: “Some observers in the nuclear financing and nuclear project management field believe that the present Bulgarian government would prefer to walk away from this project.” – IF ONLY THEY COULD DO SO GRACEFULLY.

SEVERAL EUROPEAN NATIONS HAVE ABANDONED NUCLEAR AMBITIONS.  Germany canceled license extensions, shut down some of its oldest reactors, and ordered the rest closed by 2022. Swiss lawmakers approved phasing out five (5) plants by 2034. Italy permanently banned atomic power, and there are many worldwide movements against any further NPP involvement, notably in India, and soon in Great Britain.

EARTHQUAKE PRONE AREAS WILL BE RECONSIDERED. The Fukushima tragedy has triggered safety probes across Europe, and the world;  jeopardizing potential returns on investment (ROI), and scaring potential investors away from the Belene NPP project. European nations plan to publish conclusions of stress tests for their existing NPPs by the end of 2011.  Their findings, and new seismological science findings, will likely accentuate the consideration of added safeguards against earthquake damage, specially in areas known to be near geological fault areas.  Such findings should be used to preclude any new NPP in such quake-prone areas.  Prudence dictates so.

A FEW BULGARIANS STILL WANT THE BELENE NPP BUILT.  Sergei Stanishev, a former Prime Minister, and leader of the opposition Bulgarian Socialist Party, told reporters last week in Sofia: “Bulgaria needs new nuclear capacity, and a project like Belene will guarantee the country’s energy security…the longer the government puts off the decision, the higher will be the cost.”  Meanwhile, Bulgarian Prime Minister Boiko Borissov’s 27 month-old government (that  inherited the project from a Socialist-led Administration), is reviewing whether it can successfully complete Belene NPP, and salvage its investment, or cancel it, and gain more independence from Russia, Bulgaria’s traditional economic partner.  SUCH ARE THE HORNS OF THE DILEMMA AREN’T THEY?

MOST BULGARIANS OPPOSE THE BELENE NPP PROJECT.  Prominent Mr. Minchev opposes the project because the government chose the Russian supplier in 2005 without any regard for fair competition. The reactor design is obsolete, the costs are running out of control, and the project is making Bulgaria even more dependent on Russia for energy supplies  HE IS A MAN WHO “ TELLS IT LIKE IT IS” Minchev adds: “This project was developed without any consideration for our national interest, or the broader political and strategic interests of our European allies…The nuclear reactors proposed were developed 20 years ago (old technology). Why are we buying them?”.  GOOD QUESTION!  ANSWER: JUST BECAUSE!  The proposed pressurized-water reactors already licensed by Russia, would be installed 14 kilometers (9 miles) from a village where more than 100 people died in a 7.2-level earthquake in 1977; whose epicenter was in Romania. Even so, the site was declared safe by the Bulgarian nuclear regulator and approved by the European Union in 2008.  Bulgaria owns 51 % of the Belene NPP Project (Just a hole in the ground), and has spent about $2 billion so far, including  site preparation, safety studies, greasing palms for governmental approvals, and all in the expectation of buying obsolete reactors that no longer suit the times, or the need.  2 BILLION EUROS, THAT IS ABOUT PAR FOR “UPFRONT MONEY” REQUIRED BY NPP MAKERS SUCH AS JAPAN RUSSIA, AND FRANCE. THEIR “LIFETIME SERVICES” CONTRACTS ARE ALSO ALIKE.  

ROSATOM (MinAtom) IS A RUSSIAN STATE-OWNED CORPORATION established on January 29, 1992 as a successor of the Ministry of Nuclear Engineering and Industry of the USSR. It was reorganized as the “Russian Federal Agency on Atomic Energy” on 09 Mar 2004, and  transformed to a State corporation;  Passed into the law, by the Russian Parliament on Nov 2007;  and signed by President Putin in early Dec, 2007.  Rosatom, currently sells nuclear fuel for Bulgaria’s only existing atomic plant at Kozloduy.  SEE THERE, RUSSIANS DON’T JUST BUILD NPPs, THEY WANT A CONTRACT TO SUPPLY THEM FOR LIFE. 

ROSATOM HAS TRIED HARD, but there are currently no investors to keep the “Belene NPP” project alive. The Russian Nuclear Services Company offered to finance the entire project, if the contract can be renegotiated by Mar. 2012.  Rosatom spokesman Sergei Novikov said: “The only chance for the Belene NPP to happen, is with Russian government-backed credit as a politically motivated investment”.  And besides…Bulgarians can’t afford high energy prices. Premier Borissov has said he’d welcome an opportunity to sell part of the Bulgarian government’s stake to a “strategic European investor”;  However, there are no potential serious buyers in the horizon.  In London, Stephen Tarlton, an analyst at the trade group “World Nuclear Association” said: “Given the high degree of political risk, it would be a highly risky project to be involved in”.  Tarlton wouldn’t speculate on whether the Belene NPP gets built.  HMM! – NOBODY LIKES THE PROPOSITION – SO, LET IT DIE!

RUSSIA’S ROSATOM PEEVED WITH BULGARIAN FOOT DRAGGING. Rosatom has inflated the initial price tag of 4 billion Euros to 6.3 billion Euros, blaming delays caused by the Bulgarian side. Bulgarians said they weren’t willing to pay more than 5 billion Euros.  Sergei Kiriyenko, CEO of Rosatom (the Russian contractor), said: We understand that the new government wants a fresh start, another analysis, another feasibility study…But the longer we wait without making any decision the less profitable it gets…If the two companies find a solution good…If not, the matter will go to court. Today we see Belene as a profitable project, and we are ready to invest in it…Our investment offer has its limits.” 

BULGARIAN NUCLEAR REGULATOR SAYS: Regulator’s chairman Sergey Tzotchev said in an interview. “There are NO operating reactors with this exact design…We need more time to see everything, to discuss everything.”… HMM!, SURE SOUNDS LIKE the USA-NRC.  Perhaps it is just a case of “greased – palmitis” in such commissions, do you think?   WE DO KNOW FOOT-DRAGGING MEANS: LATER, ALIGATOR! ; SO ROSATOM MUST KNOW IT TOO. 

BULGARIA TO DECIDE BY MAR 2012 Even though costs to complete the Belene NPP project have not been published, nor the terms of the contract between Bulgarian utility NEK and  Rosatom.  Rosatom, on July 2011 turned to the International Court of Arbitration in Paris, claiming 58 million Euros for “delayed construction payments”. Bulgaria, in turn filed a 61 million-euro counter-claim for unpaid purchases of old equipment to the Court of Arbitration in Geneva.  ITS “NO-GO” The NEK and the prime minister’s office referred calls to Bulgarian Energy Minister Traicho Traikov, who has said the government will make a final decision after running EU-compliant stress tests and having the project’s viability assessed. The government won´t move until the March 2012 deadline for negotiations with Rosatom; he said: “I don’t really believe that this project will go forward under the conditions which the previous government agreed-to with its Russian partners”

It is clear to see Bulgaria also “has seen the light” about NPPs, and about dealing with Russia’s state-owned Rosatom.  THEY JUST WANT OUT OF THE DEAL! – just like the people of India.  Their concern appears to be how to say: Sorry, but we just don’t want these NPPs anymore; without upsetting their political relations with their longtime ally, Russia; To that end, Bulgaria appears ready to “bite the bullet” and write-off  2.1 Billion Euros to experience.  Let us remember that in southern India,  the Kudankulam NPP  located in Tirunelveli, will probably cost India $20 Billion to quash, even before they hatch – We’ll see.

DURING THE BRITISH COLONIAL PERIOD(1858 to 1918), the people of India found that in return for a stable government, they were required to subordinate themselves to a foreign power. This meant (among other things) that they had to sell their raw product(industrial goods) to the British at their prices; and worse yet, to buy all finished goods exclusively from them (at their prices); in addition to providing 600,000 soldiers to defend British interests worldwide.  Unfortunately, the Indian “caste system” resonated well with Monarchic British “class separation” views, and so an uneasy bond was created in which most Indians subordinated themselves to the British (with consequential/growing resentment), eventually culminating in a forced British withdrawal from India, and its affairs in 1918.

MODERN INDIA IS A COLORFUL MIXTURE OF THE OLD AND THE NEW.  To better understand Countries like India, it is necessary to look at its present needs/aspirations, as well as its political and economical climate. India is the world’s second most populous country, and like China, it is an economically, and educationally rapidly ascending country, struggling mightily to overcome its infrastructure deficiencies in  potable water, and energy delivery;  However, there persist great needs for sanitary human waste-water treatment facilities, and even a notable lack of sanitary toilets for the greater part of its population. Its politics and economic ascendancy ambitions are perceived as highly dependent upon its apparently insatiable need for energy;  This is so, because like it or not, energy is central to satisfying human needs, sanitation, hygiene, and comfort. Let us first look at India’s politics as an instrument for modernization, specially in a country with such a rich and diverse cultural heritage.

POLITICALLY, INDIA IS A REPRESENTATIVE DEMOCRACY AND A REPUBLIC with an Upper and a Lower chamber, and with two(2) prominent parties;  So, it follows the same political framework/guidelines as the USA, and many other democratic republics.  INDIA’S GOVERNMENT (from Wikipedia) is officially known as the “Union Government”, also as the “Central Government”,  was established by the Constitution of India, and is the governing authority of the union of 28 states and seven(union) Territories, collectively called the Republic of India. Its capital is New Delhi. The Central government comprises three (3)branches: the Executive, the Legislative and the Judiciary.
THE EXECUTIVE BRANCH is headed by the President (the Head of State), and exercises power directly, or through subordinate officers.
THE LEGISLATIVE BRANCH (the Parliament) consists of the “lower house” (The Lok Sabha) and the upper house(The Rajya Sabha), as well as the President.
THE JUDICIAL BRANCH has the Supreme Court at its apex, 21 High Courts, and numerous Civil, Criminal and Family courts at the District level. The legal system as applicable to the federal and individual state governments is based on the “English Common” and, The basic Civil and Criminal Laws governing the citizens of India, as set down by major parliamentary legislation, such as the Civil Procedure Code, the Indian Penal Code, and the Criminal Procedure Code. Both the Central, and individual State governments consist of Executive, Legislative and Judicial branches.

INDIA’S DEMOCRATIC PARTYThe “Indian National Congress (INC)” Party, commonly known as “The Congress” is one of the two(2) major political parties in India, the other being the Bharatiya Janata Party (BJP). It is the largest and the oldest(1885) democratic political party in India. The party’s “modern liberal platform” is largely considered “center-left” in the Indian political spectrum.  The INC party became the leader of the Indian Independence Movement in its struggle against British rule in India. After independence in 1947, it became the nation’s dominant political party, led by the Nehru-Gandhi family for the most part; In the 2009 general elections, the INC emerged as the single largest party in the Lok Sabha, with 205 of its candidates getting elected to the 543-member house. Consequently it, along with a coalition of allies, formed a coalition with the “United Progressive Alliance (UPA), was able to gain a majority and form the government. The INC’s platform is very similar to that of the USA’s – Democratic Party.

INDIA’S GOP – The Bharatiya Janata Party(BJP) – Indian People’s Party; established in 1980, is India’s second largest political party in terms of representation in the parliament. The BJP traditionally has supported “Indian Nationalism” and strongly advocates conservative social policies, self-reliance, “Free-Market Capitalistic” policy.  Its foreign policy is driven by a nationalist agenda, and strong national defense. The BJP’s Political platform is generally considered “Right of Center” in the Indian political spectrum.  India’s BJP platform is very similar to the USA’s – Republican (GOP) Strange how in the Ying/Yang of modern democracies, the “conservatives” wish to conserve their gains, while “liberals” wish to “spread the wealth” more uniformly among its citizens; hence, their political polarization.



NOW THEN, REEL FORWARD TO 2001. Having a contractual, or political agreement, that gives a foreign country exclusivity in providing technology and nuclear fuels for the life of a Nuclear Power Plant(NPP), constitutes a “colonial like” dependency which may not be broken. Such is the case with Russian Nuclear Technology to create, and support NPPs in several countries of the world.  Case in point: Please refer to our 16 Sep 2011 article titled: IN INDIA, ANTI NUKE DEMONSTRATIONS AGAINST A SIX NUKE “ENERGY PARK”

ANTI-NUCLEAR DEMONSTRATION IN INDIA’S SOUTH-MOST STATE. A massive public demonstration spearheaded by various religious and anti-nuclear activists, protested against the 1000 Megawatt (MW) “Kudankulam Nuclear Power Plant (KNPP)” located in Tirunelveli, India. The plant is one of two(2) being built (next to each other) on the site, by the “Nuclear Power Corporation of India Ltd (NPCIL)”. The first Nuclear Power Plant is expected to go start producing commercial electricity in Oct 2011(next month) offering some relief to the power starved Indian state of Tamil Nadu. The second unit of KNPP will start providing power to the national grid in June 2112. Hectic activities are underway at the plants for the timely commissioning of the first two (2) plants; However, an additional four(4) NPP are planned on the same site.

THE RUSSIAN DESIGNED NPPs were built under technical collaboration with Russia (But have not yet been activated). The Russian government has expressed its willingness to help India build four (4) more reactors of 1200 MW each at the Tirunelveli site, which would then be converted into an “energy park”.

INDIA’S ACADEMIA LIKES THE PROJECT. Prof AJA, Ranjit Singh, principal, Sri Parama Kalyani, College of environmental Science, said there is something suspicious about the way the agitation has been organized. Dr Anil Kakodkar, former chairman, Department of Atomic Energy, said that the KNPP would be the safest of all nuclear reactors in the world (naturally). NOTHING IS SAID ABOUT THE TYPE OF REACTORS USED, BUT GEN-II, BWRs are a good bet.

It is now clear, the Nuclear Industry follows the same Modus Operandi (MO) worldwide. Japan was the first to recognize the desirability of exporting technology only with a binding contract to grant them exclusive rights to maintain the NPPs for life, and to provide the specially shaped, and coated uranium fuel pellets to be used (also for the life of the unit).  It is clear Russia has also welcomed “a piece of the action” in India 2001… HERE IS HOW THEY NORMALLY DO IT:

No. 1. The Indian Stakeholders(An “Anonymous Society” or SA) colluded with the Local authorities for permits to carry out their plans, even without consulting with the locals.  Remember these folks were making an initial investment of about $10 billion(per power plant); so “greasing palms” with a few $ millions (and the promise of more to come), made permit acquisition faster/easier.  BUT FOLKS: THAT IS CALLED GRAFT AND CORRUPTION AT ALL GOVERNMENT LEVELS.  That is the way in which the Nuclear Industry corrupts our societies and bends our politics out of shape worldwide.

No. 2. They sought and obtained engineering, technical, and other logistical support from Russia(we do not know the details, because they are a corporate secret, but The Russian technology exchange would probably include life-long monopoly on nuclear fuel provisioning, and “technical support” for the life of the NPP…You see, that way NPPs become: “The gift that keeps on giving”.  It must be made clear that the Russian Government was involved only in “Permit Granting”, and that it was a Russian free-market Nuclear Industry, that was working with the Indian stakeholders.  Such a deal is precisely what the Premier Japanese Nuclear Industry was contemplating to sell the world (Until 12 March 2011).

No. 3. They got Academia to agree to say how great this project would be (if faced with opposition as it is now).  We are talking of bribing a few prominent national scientists to “sing their song”.  Scientist can be very subtle, and even persuasive liars, when it fits their financial interests.

No. 4.  Finally, they paid-off the press for “good coverage”.  They continue to do so by buying lots of publicity, at unknown prices, as a way to “launder” their contributions.  HOW SWEET IT IS! – India’s press is clearly, and unabashedly biased pro-Nuclear Energy.

NOT SO FAST! Everybody involved was economically set-up for life, after all the stakeholders are very generous, but then… on 12 March 2011 Fukushima exploded in their faces; FUKUSHIMA CHANGED EVERYTHING FOR THE URANIUM NUCLEAR INDUSTRY WORLDWIDE! – THE NUCLEAR INDUSTRY IS NOW IN A STEEP DIVE.

NIMBY! Now that the people of Tirunelvely, India have had the chance to see, and read about the demise of Japan and its Fukushima Dai No.1 NPP complex, and everyone says: NOT IN MY BACK-YARD(NIMBY), AND RIGHTLY SO!. That is exactly what the demonstrators are trying to tell the NPP builders.

The people of Tirumelvely are not alone in their concern. India’s “THE PIONEER” reported on 09 OCTOBER 2011, that The Kudankulam NPP is not an issue confined to the Tamil Nadu boundaries anymore.  Protesters are also fuming in Kerala against the Central(government)s decision to go ahead with the project.  Scientists and environmentalists are pointing out that Kerala is bound to suffer tragedies if any eventuality occurs at the Kundakulam NPP, and that close to a quarter of the Kerala population will suffer in the case of a serious accident at the Kudankulam NPP facility as five(5) densely populated districts come within a radius of 200 km – the minimum (estimated)aerial distance fallout can reach; In this sense.  Keralites say they need to be as concerned about the  Kudankulam NPP, as the people of Tamil Nadu are,” said an office-bearer of the “Solidarity Council” which supports the anti-nuclear protests at Idinthakarai in Tamil Nadu. The council had taken out a vehicle march to Idinthakarai last week, to declare solidarity with the protestors there.

Protestors in Kerala want their State Government to take a stand on the Kudankulam NPP as the Tamil Nadu Government has done. Their concern is that in case of a nuclear accident at the Kudankulam NPP, the districts of Thiruvananthapuram, Kollam and Pathanamthitta, districts of Kerala could be directly affected. Radiation carried by winds could affect Idukki and Kottayam districts as well.


The residents of all areas adjacent to the Kundakulum NPP (and follow-on four(4) more NPPs euphemistically called an “ENERGY PARK”), are understandingly alarmed about their presence in their “Backyard”, and have every right to say NIMBY! They look to the Fukushima Dai No.1 unfolding triple-meltdown tragedy, and see their future likewise threatened by the Kundakulum NPP plans approved by their Central government.  The Central government is showing signs of “back-pedaling” on the project, and now have expressed concern for the financial loss faced by the “Stakeholders”.  Does this mean the Central government would bail them out to stop the project dead ? We are talking about $20 Billions; It could happen!  And yet, please consider my greatest concern, particularly for the people of India, and their still fresh experience with Colonization by foreign powers.

INDIA COULD BECOME A NEW COLONY OF RUSSIA. ITS ENERGY THIRST COULD MAKE IT SO.  It may be a very worrisome revelation to most ant-nuclear groups in India, that accepting Russian Technology under such terms (see MY TAKE item no. 2) makes India a “Colony” of Russia; After all, Russia could “pull the switch off” at any time. A modern refinement of their former British Colony Times.  What would M.K. Gandhi say about it ?… Probably: “I would rather do without it”.  Just like British loomed cloth and salt; THE SAME CONCERNS APPLY TO OTHER ON-GOING NPP PROJECTS IN COLLABORATION WITH FRANCE’S “AREVA”.  Beware of strangers bearing gifts! Look for strings attached.

14 October 2011 (IAEA Press Release 2011/21)

INTERNATIONAL ATOMIC ENERGY AGENCY (IAEA -Headquartered in Vienna, Austria)  Its team of international experts completed on 14 Oct 2011, its second preliminary assessment of the strategy and plans being considered by the Japanese authorities to remediate the areas off-site of the Fukushima Dai-No.1 Nuclear Power Plant (NPP) reported to have elevated levels of radiation.

IAEA dispatched the remediation mission to Japan on 07 Oct 2011 at the request of the Japanese Central Government. The mission, comprised of 12 International and IAEA experts from several countries, visited numerous locations in the Fukushima Prefecture, and conducted meetings in both Tokyo and Fukushima, with Japanese officials from several Ministries and institutions.

IAEA REMEDIATION TEAM LEADER Mr. Juan Carlos Lentijo, from Spain’s nuclear regulatory authority said: “The meetings held, and visits made by the team over the last eight days, gave us a first-hand appreciation of the extraordinary efforts and dedication on the part of Japanese people in their effort to remediate the areas affected by elevated levels of radiation in the Fukushima Prefecture…As Japan continues its current remediation efforts, it is our belief that this work will bring relief to the populations who are affected by the consequences of the nuclear accident at the Fukushima Dai-ichi nuclear power plant…the team also appreciates the openness with which our discussions were conducted, and the high level of cooperation and access we were granted by Japan…This was, and is, an invaluable opportunity for us(IAEA) to learn from this important decontamination initiative. We would like to continue our support to Japan in this very challenging task. We look forward to sharing our findings with the international community.”

IAEA PRELIMINARY SUMMARY REPORT was delivered to Japanese authorities 14 Oct 2011.  The team prepared a set of conclusions including, though not limited to, the following:


1. Financial and technological resources to bring relief to the people affected by the accident, with priority being given to children. The Team was impressed with the strong commitment to the remediation effort from all institutions and parties involved, including (SPECIALLY) the public.


The report IMPLIES That IAEA will provide financial and Technological support to Japan.  THIS IS PROBABLY NOT TRUE, no such aid has been solicited to, or approved by the IAEA General Assembly; therefore is not quantifiable – SO SORRY MR “Pie-in the sky” Mr. Hosono.  After that junket to Vienna! – Well, maybe he saw a concert or two there.  THE SECOND SENTENCE  was a well deserved “Ata’-Boy” (praise) for the people of Japan who MUST endure and persevere…but as bureaucrats say often say: “ Remember, just one “OH-SHIT”, can wipe out 50 “Ata – Boys”


2. Japan has also taken practical measures to inform the public, and involve residents and local institutions in the process of defining its remediation strategy


OH-REALLY ? – Tell that to the Japanese people if you want to get a laugh.


3. Japan is advised to avoid classifying removed materials that do not warrant special radiation protection measures as “radioactive waste”.  (such signs should state: DANGER! – KEEP AWAY!)


THIS ADVICE SOUNDS ERRONEOUS, AND AIMED AT PLACATING THE NATIVES.  In other words, if you can’t smell It, or taste it, and you can’t see it (glow) don’t sweat it! – LIKE HELL!  Those living there, know better -They have to, in order to survive and maintain health.  Notice no quantifiable advice is given, as to what radioactivity level should warrant such “classification”. Truth be told, even IAEA does not know!


4. Japan is advised to consider explaining to the public the importance of focusing on radiation doses that may actually be received by people, rather than on data indicating contamination levels.


It is difficult to understand the meaning of such advice.  Frankly,  it sounds like that the government of Japan should consider asking its people to ignore the dangers from the ever-growing “Plume” of radiation, and its tell-tale high readings; If it further means, that Japan needs better PR to assuage the public not to worry about contamination radiation readings, and only about what they come into contact with; question is, how can people tell the difference ? – SUCH ADVICE IS BULLSHIT! 


5. Japan is encouraged to continue its remediation efforts In doing so, Japan is encouraged to take into account the advice provided by the Mission. (WHATEVER THAT WAS -WE STILL HAVE NOT READ ABOUT THE IAEA’s RECOMMENDED REMEDIATION  PLAN.

The IAEA stands ready to support Japan as it considers new and appropriate criteria for such activities. The authorities and local residents in Japan fully assisted the IAEA international team in its endeavor to conclude its mission successfully…The final report of the mission will be presented to the Government of Japan in the next month ONCE AGAIN THE WORLD WAITS WITH BAITED BREATH FOR ADVICE AS TO HOW TO REMOVE, AND DISPOSE OF, RADIOACTIVE WASTE OF ALL KINDS, AND ON AIR, SEA, AND LAND.  We think IAEA has no solution, because there is none!  Recall this was billed as: “A Remediation recommendations visit”

SUPPOSEDLY, the government of Japan has been formulating a strategy and plans to implement measures to remediate the contaminated areas.  OH- REALLY ? – Tell that to the Japanese.

THE FIRST IAEA FACT FINDING MISSION took place between 24 May and 2 June 2011, and was called: International Fact Finding Expert Mission Of The Fukushima Dai- No.1 Nuclear Power Plant Accident Following The Great East Japan Earthquake And Tsunami.

THE SECOND SUCH MISSION CONCLUDING ON 14 OCT 2011, was a “follow-up mission”, and an essential component of the IAEA’sNuclear Safety Action Plan”, approved by the IAEA Board of Governors on 03 Sep 2011, and endorsed by all 151 Member States at the recent IAEA General Conference. The “Action Plan” defines a program of work to strengthen the global nuclear safety framework.  (WONDER WHAT THAT IS ?)


This “Plan of action” from the IAEA makes it plain that they represent the Nuclear Industry Financial Interests; not those of the peoples of Japan, or the World, for that matter. “ The Action Plan” contains no verbiage to indicate any empathy, or even compassion, for the people of Japan, and other potential victims to their Fukushima demise.  Notice that no advice is given about contamination waste removal, or its disposition and, or necessary protection measures needed to protect the health and well-being of the people who will do the “cleanup”. What is evident, is that the AEIA is covering up the real facts to mitigate damage to their huge financial interests worldwide.


THEIR “ACTION PLAN” IS NO REMEDIATION PLAN AT ALL!  Just a rehash of its May 2011 visit.

TEAM LEADER Juan Carlos Lentijo will lead the IAEA’s international expert mission to Tokyo on 7 October 2011. The IAEA’s international expert mission is supporting Japan in its planning to remediate the areas off-site (NEAR-BY)from the Fukushima Daiichi Nuclear Power Plant. Mr. Lentijo is also the General Director for Radiation Protection at Spain’s Nuclear Regulatory authority (Consejo de Seguridad Nuclear) – COUNTERPART TO OUR NRC – ENOUGH SAID?.

A TWELVE (12) MEMBER TEAM OF EXPERTS ARRIVES IN TOKYO from the International Atomic Energy Agency (IAEA)on 07 Oct 2011, to help develop a radioactive contamination remediation plan(s), following the triple Nuke meltdown at TEPCO’s Fukushima Dai No.1 Nuclear Power Plant last 12 Mar 2011.  The IAEA nuclear remediation mission team, was requested by the Japanese Government, and plans to visit Japan from 7 to 15 October 2011 (9 days).

TEAM LEADER, MR. LENTIJO SAID  on 07 Oct 2011 :  “Japan needs to take into account IAEA international standards, as well as local circumstances, to determine the best way to remediate the contaminated sites”. THAT COULD MEAN MANY THINGS – LET’S WAIT AND SEE WHAT IT MEANS.  THE WORLD WAITS WITH BAITED BREATH TO SEE HOW TO “REMEDIATE“ THE UN-REMEDIABLE).  The Government of Japan has been formulating a strategy and plans to implement remediation measures. (SUPPOSEDLY; HOWEVER, WE DON’T TRUST MR. HOSONO’S ACUMEN, OR HIS POLITICAL WILL TO DO SO).

THE IAEA MISSION INVOLVES MEETINGS with Japanese officials in Tokyo, and trips to other locations.  Mr. Lentijo said: “When the mission concludes, the experts’ findings will be shared with the international community and the general public…At the end of the mission, a preliminary summary report will be provided to the Government of Japan and (WILL) be made publicly available,” The team is also planning to hold a Press Briefing (WITH, OR WITHOUT QUESTIONS PERMITTED? – WE’LL SEE) at the end of the Mission. The current mission is a follow-up to the Fact Finding Mission held earlier between 24 May and 2 June 2011.

The final report of the IAEA International Remediation Expert Mission will be presented to the Japanese Government in the month following the conclusion of the mission (NOT CLEAR WHEN).  WE WILL TELL YOU WHAT IS SAID, WHAT IS IMPLIED (but may not be), AND WHAT IS WITHELD – WE ARE GOOD AT READING “BETWEEN LINES”.

Sept. 19 (Bloomberg) — Japan’s three stricken Fukushima Dai-Ichi nuclear reactors will be brought under control by the end of the year, a government official said in an assessment that was backed by the United Nations’ atomic agency. (THIS IS A LIE, PLAIN AND SIMPLE: IAEA IS NOT, AND HAS NEVER BEEN, A PART OF THE UNITED NATIONS. The Fukushima (Dai No.1) reactors will be brought into a state of “cold shutdown” by Dec. 31, (2011 ?)Said Goshi Hosono, Japan’s “minister in charge of the response to the nuclear crisis” today (03 Oct 2011) in Vienna (home to the 2300 staff  IAEA). The (Japanese)government and Tokyo Electric Power Co., which owns the reactors, had previously sought to cool the vessels below 100 degrees Celsius (212 Fahrenheit – the boiling point of water) by mid-January (2012 ?).  SEE THERE – MR. “PIE IN THE SKY” HOSONO WENT TO VIENNA TO TELL THE IAEA THAT ? – IN ADVANCE OF HIS VISIT TO JAPAN LATER THIS MONTH.  EVERYONE ALREADY HAD BEEN TOLD THAT;  SO, THERE MUST BE ULTERIOR MOTIVES FOR HOSONO’S VISIT TO VIENNA THAT ARE NOT REPORTED ON.

The Fukushima (Dai No.1)nuclear disaster, triggered by a March 11(2011) earthquake and tsunami, will take center stage this week at a meeting of the International Atomic Energy Agency’s (IAEA) 151 member countries in the Austrian capital (VIENNA). Nuclear engineers and diplomats will map out the future of atomic technology amid concerns over its safety. “The agency’s (IAEA) assessment of the situation at Fukushima Dai-Ichi is that the reactors are essentially stable,” said IAEA Director General Yukiya Amano, (WHO WAS )a Japanese diplomat before taking over the agency in 2009 (HOW CONVENIENT!). “The expectation is that the cold shutdown of all the reactors will be achieved as planned.”  BUT—WHAT ABOUT THE NUCLEAR RADIATION CLEANUP, AND DISPOSITION OF THE WASTE, MR. AMANO???

 About 20,000 families (160,000 PEOPLE) have been evacuated from around the Fukushima site. Radiation from the plant has contaminated food and animals in Japan, while radioactive plumes from the melting fuel have been detected in the U.S. and Europe.

JAPAN’S MR. Hosono met French Industry Minister Eric Besson (Heavily vested in Nuclear) and U.S. Energy Secretary Steven Chu today. (03 OCT 2011 – THE PEOPLE OF THE USA DEMAND TO KNOW WHAT THEIR “USA SECRETARY OF ENERGY”, DR. STEVEN CHU SAID ON OUR BEHALF.  JAPAN’s MR. HOSONO SAID: Japan still needs to unload and dispose of the damaged reactor fuel and decontaminate the surrounding land…Bringing the reactors under control doesn’t mean that we will have changes in the restricted area…Radioactive soil in pockets outside the exclusion zone around the plant have reached the same level as in Chernobyl following a reactor explosion in the former Soviet Union territory 25 years ago…Fukushima may force Japan to sign treaties defining limits to compensation claims…there is a need to look into the possibility of becoming a party or concluding the convention on supplementary compensation…We should take it up as an important political agenda item.” SO SAID MR. HOSONO.

MEANWHILE BANK OF AMERICA- YEAH! THE $5/MONTH DEBIT-CARD KIND FOLKS, SAID: Radiation leaks that displaced 160,000 people may cost Tokyo Electric (TEPCO)as much as 11 trillion yen ($140 billion US) in compensation claims, Bank of America Corp. said in March 2011.

No thanks to Bloomberg for their lying propaganda on behalf of the IAEA.

Clearly, high on Mr. Hosono’s agenda is providing input to the IAEA regarding CLAIM LIMITATION AND SPREADING LIABILITY AMONG IAEA MEMBERS IN CASE OF CATASTROPHIC NUKE ACCIDENT.  How would you like to have to pay part of Japan’s liabilities for their carelessness and irresponsibility ?  No Way – No How! I do not think IAEA Member states will like the idea either.

The Director General of the “International Atomic Energy Agency (IAEA)”, Yukiya Amano, announced the IAEA would send a team of experts to Japan next month to help sanitize areas contaminated as a result of the nuclear accident. “For the engineers, what is going on in the reactor is the main issue of interest. For the local people, the most important is what happens with their house or rice field, so we need to decontaminate,” Mr. Amano told reporters, Japan does not have much experience in this area (Hell nobody does; that, is the problem), adding that some people were spraying water and digging up the earth in an attempt to clean up their homes. “These things should be done properly, otherwise the amount of debris becomes huge(this man does not know what he is talking about). I hope we can give some advice.”  YEAH! -SPECIALLY HOW TO KEEP THE CLEAN-UP CREWS SAFE, AND HOW TO DISPOSE OF ACCUMULATED NUCLEAR WASTE – TOUGH NUT TO CRACK!!!

IAEA ACTION TEAM – another SHAM. The IEIA,Vienna-based agency was setting up an “action team” to oversee prompt implementation of newly agreed-to measures designed to enhance nuclear safety standards around the world after Fukushima. The IAEA’s annual gathering of its 151 member countries last week endorsed an IAEA plan to help ensure there is no repeat of the world’s worst Fukushima Dai No.1 triple meltdown, and its consequences globally. Chairman Amano said: “The IAEA “Action Plan on Nuclear Safety”…requires immediate follow-up”.  The plan is already criticized by some nations for not going far enough towards more mandatory measures; instead, it outlines a series of VOLUNTARY STEPS (WE ALL KNOW  THESE DO NOT WORK WELL IN THE GREEDY NUKE INDUSTRY – JUST LOOK AT THE NRC IMPASSE ) aimed at improving reactor safety and emergency preparedness. Mr. Amano made clear the agency needs more money to turn the plan into reality, but did not give details.  Now he is talking turkey; not birds – Give me more money! – IAEA has a huge budget for its “secretariat” Offices, and its 2,300 Staff employees.  

A HELL OF A TIME TO ASK FOR MORE MONEY Mr. Amano is worried that expanding demands for assistance from member states for nuclear safety, etc., will require an increase in the agency’s resources. He said: “I encourage all countries in a position to do so, to make additional resources available to the agency.”(my guess is his Board members were looking at each other looking for “pigeons”) Even before Fukushima added to its workload, experts warned that budget austerity in member states may block funding required by the IAEA to deal with “growing demand for atomic energy and the attendant risk of weapons proliferation” (THAT, IS AMANO’S  TRUMP CARD); Traditionally, the bulk of money for the IAEA, comes from Western member states on a voluntary basis. For 2010, the agency secured a budget increase of 2.7 % in real terms to 315 million euros ($434.1 million), but this was considerably less than it had sought. At a time of economic problems squeezing government finances everywhere, some European states have resisted budget hikes for the agency, although the United States has increased contributions in recent years.

The IAEA plan also calls on countries to quickly conduct assessments on how their nuclear reactors would be able to withstand extreme natural hazards, and also encourages them to invite IAEA-organized safety inspections.  Oh yeah! We know that does not work!  Not with greedy “Merchant” power providers everywhere.



In my opinion the IAEA Director, Mr. Yukiya Amano, has created what I believe time will show a “Sham” plan to aid the people of the Fukushima region of Japan.  He has to show the world IAEA is “doing its thing”, even when most nuclear technicians and scientists do not know what that is/would be.  If they did, they would have done it already.

Actually, Mr. Amano is begging member countries for more money – lots more, to fund his 2,300 Staff organization, and doing so at global economic doldrums time – fat chance!  By the way, contrary to some media reports, IAEA IS NOT,  AND HAS NEVER BEEN, A PART OF THE UNITED NATIONS. They are privileged to report to the United Nations on occasion.


The IAEA Board of Governors met 26 Sep 2011, in a one-day session to address matters arising from the 55th regular session (they have been around since 1957) of the General Conference was held in Vienna on 19-23 Sep 2011.  Another reason was to elect the Board Chairman and the Vice-Chairpersons(2) for the period 2011-2012, and to appoint/elect 13 new “Governors”.

PRESENT IAEA “DIRECTOR GENERAL” MR.YUKIYA AMANO In his opening address,  announced the establishment of a “Nuclear Safety Action Team” tasked with overseeing the implementation of the IAEA Action Plan on Nuclear Safety, which was endorsed last week by the General Conference. Director Amano said: “This team will oversee prompt implementation of the Action Plan and ensure proper coordination among all stakeholders (SAY WHO? – READ ON)…I will update you on initial progress in implementation at the Nov. Board( probably the Nov 2011 Board Meeting); In the meantime, I count on all other stakeholders – especially governments, regulatory bodies, and operators to take a “proactive approach” to fulfilling their responsibilities under the Action Plan.” (My translation: “You all come up with a lot of money –  now  hear!”- PR is very expensive, and besides…you know! ).  

TIME TO TAKE THE BURR OUT FROM UNDER THE IAEA SADDLE – JAPAN. Mr. Amano also updated the IAEA Board on plans to further assist Japan in the wake of the Fukushima Dai No.1 triple Nuke meltdown last 13 Mar 2011. Amano said: “At the request of Japan, I am preparing to dispatch a mission whose mandate will include assisting with plans for the remediation of large areas contaminated as a result of the Fukushima Daiichi accident.”- THIS I WANT TO SEE!!! So do most Japanese.  I bet all they will get is a “pronouncement” that things are much better, and should return to normal very soon.  They lie a lot!, and people of Japan already know this.  IN MY OPINION, ALL THAT IAEA SEEKS IN JAPAN IS TO QUASH THE ANTI-NUKE FERVOR ALL OVER THE WORLD.  THEY ARE BLEEDING MONEY, AND WANT TO PLACE A TOURNIQUET ON THE WOUND.  NO WAY MR. AMANO!!  WE KNOW THE HAND YOU AND YOUR ENERGY BARONS  PLAY, ALL TOO WELL.

THE PETITION HEADED BY “BEYOND NUCLEAR” An anti-nuclear organization headed by longtime anti-nuke activist Paul Gunter, calls for the immediate suspension of 17 Nuclear Power Plants (NPPs – or Nukes) in the USA, still using General Electric(GE) Boiling Water reactor(BWR) Mark 1 units. These are the same type of reactors that experienced a meltdown at the Fukushima Dai No.1 plant last 13 Mar 2011.  Paul Gunter, Director of the “Reactor Oversight Project” for “Beyond Nuclear” said: “We should be freezing our Fukushima-like, Oyster Creek, and 16 OTHER NUKES LIKE THEM; not allowing them to operate, given all the post Fukushima concerns raised, until all those concerns can be addressed with confidence”  The petition currently has over 6,000 signatories, including the local group “Grandmothers, Mothers and More for Energy Safety (GRAMMES)”.

WHAT THEY WANT The group is advocating for the revocation of a 1989 approval of an experimental venting system for G. E. Mark 1 reactors, and also for Nuke operators to install “emergency backup power for the ‘Spent-fuel cooling system”  According to Gunter, the USA “Petition Review Board of the Nuclear Regulatory Commission (NRC) is considering revoking the approval of the vents currently installed at Oyster Creek in 1990. The same type vents now installed at Oyster Creek were installed at Fukushima in 1991. It was such vents that utterly failed at Dai No.1 last Mar 2011 with a 100 % failure rate on three(3) reactors.  Gunter added: “They (the vents) are a significant hazard (at Oyster Creek Nuke)now…The NRC unfortunately, has refused to shut the plant down until they figure out what to do about the vents.”

ENSURING “SPENT-FUEL COOLING POOLS” ARE KEPT COOL during a nuclear accident is a primary concern. Nearly all Nukes receive 100 % of their power from the electrical grid…PROBLEM IS: when operators switch to emergency power, they automatically trip a set of “Priority safety systems” which currently focus only on the reactor cooling,  However, in so doing, they shut-off electrical power for the fuel pool, putting it at risk of overheating, and even of a meltdown(as happened at the Dai No. 1)  Just like in Fukushima, the Spent-fuel Cooling Pond at Oyster Creek (and most other GE Mark I nukes in the USA), sit atop the Nuke buildings.  Gunter added: “Given what we’ve seen at Fukushima, we think that cooling that pool should be the priority of the operator…They haven’t factored all the unintended consequences from allowing this water(in the spent fuel pool) to boil away. The petition asks for both automatic, and manual backup systems to be installed, to keep the fuel pool cool in the event of an emergency  The NRC is considering additional backup systems, but he believes they’ll simply require the installation of fire hoses (to the spent fuel pools).

“LOCATION, LOCATION, LOCATION” OF NUKES IS CENTRAL: Unfortunately, (or fortunately as the case may be)each of the GE Mark 1 Nukes is located next to large bodies of water. Gunter said: “Nuclear plants rely on a large amount of water; so they are typically located next to oceans, lakes, rivers, or reservoirs…The Oyster Creek plant is located off of Oyster Creek, close to Barnegat Bay, and the Atlantic Ocean. But many others are located on Flood planes, Tidal zones, or storm-surge prone areas…The Cooper Station in Nebraska is on a flood plane…there is a re-evaluation going on right now…We believe that many of these plants are operating well below full safety considerations.

“OYSTER CREEK” NUKE SPOKESPERSON: Suzanne D’Ambrosio said: “These are all issues that our critics believe there is a connection because of the horrible events that happened in Japan…Can you compare the entire nuclear industry in the U.S. to the entire nuclear industry in Japan?  I don’t think the comparison is there…The design of Oyster Creek and Fukushima are similar but the Forked River-based nuclear plant has been modified and kept up-to date…Changes have been made over the years to keep it continually safe and in tip-top condition, and to address industry concerns as they come about. We stand by the integrity of Oyster Creek, the design itself. We saw firsthand a few weeks ago that it can withstand earthquakes and hurricanes”. BUT…WHAT ABOUT THE VENTS?

NRC HAS SCHEDULED THREE (3) MEETINGS, and even created a “Petition Review Board” to consider the “Beyond Nuclear” petition. NRC spokesperson Neil Sheehan, and other staff met with the petitioners on 08 June 2011  The Petition Review Board accepted some of the concerns raised by the petition on 16 Aug 2011. The NRC will continue to review the back-up electric power to spent fuel pool cooling systems, and the reliability of the hardened vent system or direct torus vent system and flooding concerns.  Spokesman Sheehan said: “At this point, action is not required…The threshold for continued assessment of the concerns is somewhat low at this stage of the review…Of course, these issues are also being evaluated as part of a broader Japan-related review being carried out by the NRC staff…Along those lines, the NRC staff last week provided the Commission with recommendations in response to Fukushima Daiichi that it believes should be acted on ‘without delay‘…Another meeting with “Beyond Nuclear” addressing their concerns is scheduled for Friday, 07 Oct 2011, from 10 a.m. to noon.

On one hand it is good to see grass-roots efforts such as his one. They raise public awareness and a sense of need for public personal involvement.  If nothing else, it may give the NRC Staff added political clout in their uphill struggle against three NRC Commissioners who appear intractable in their intent to “Do Nothing”.  That, is precisely what “for profit” Nuke Operators want – To save money, and to hell with public safety! What an immoral, greedy bunch of profiteers!!!!

On the other hand, it is easy to recognize that the NRC staff is “being nice” to a large petitioning group, even though they feel they are already tackling such issues, but probably to no avail.

ANTI-NUKE DEMONSTRATIONS In a country like Japan where a majority of the residents is now against nuclear power, demonstrations attended by ordinary citizens are a vital and significant method of expression; And in fact, they are becoming a daily fact of life.  About 60,000 people marched in Tokyo on 19 Sep 2011(Monday) in the biggest show of public opposition to nuclear power since the start of the Fukushima Dai No.1 crisis in March 2011. The demonstration was the biggest the country has seen in years. Police said 20,000 people had taken part, while media reports put the number as high as 60,000 (notice the broad disparity in numbers).  The protesters, who included residents of Fukushima prefecture, called for the immediate closure of all of Japan’s nuclear reactors, and a new Energy Policy focused on renewable energy sources.

JAPANESE NOTABLES DEMONSTRATED;  Among them were: Nobel Literature laureate Kenzaburo Oe, who told protesters: “We need to let leaders of major(political) parties, and the ‘Japan Business Federation’ to know that we intend to resist nuclear power.”  MUSICIAN Ryuichi Sakamoto, and ACTOR Taro Yamamoto, who was forced to leave his production company earlier this year because of his opposition to nuclear power. Yamamoto (Illustrious name) said: “We already have enough electricity, even without nuclear plants…if we don’t act, Japan will become a disposal site for nuclear waste.”  (SOUNDS LIKE TARO WAS A VICTIM OF THE POWERS OF “B”-  What a shame!!!)

JAPAN HAD HOPED FOR 50% NUCLEAR. Before the Fukushima accident, Japan depended on nuclear for about 30% of its electrical power. The government has abandoned plans to increase its share to 50%.  Now, almost three-quarters of Japan’s 54 nuclear reactors are inoperative due to “emergency safety checks” and/or regular maintenance. Pro-nuclear groups, including Japan’s biggest industry lobby, ‘Keidanren‘, have warned that the country faces power shortages unless idle reactors are brought back online.

FORMER PRIME MINISTER NAOTO KAN, supported phasing out nuclear power. In recent media interviews he said that at the height of the Fukushima DaiNo.1 crisis(About 13 Mar 2011), he had feared Japan would cease to function as a nation, and that 30 million people would have to be evacuated from Tokyo. No wonder he got sick!

NEW PRIME MINISTER JOSHIHIKO NODA on the other hand, has hinted that reactors which pass newly introduced stress tests, will go back on line, although he accepts that Japan must also look to other sources of energy. According to a recent poll by Associated Press and the market research firm GfK, 55% of Japanese residents want to reduce the number of reactors, while 35% believe the number should be kept the same. Only 4% wanted an increase, while 3% supported abolition.

GOSHI HOSONO, Still Japan’s Environment Minister, has been in charge the government’s response to the Dai No.1 crisis from day one.  Hosono, in my opinion, has demonstrated a “PIE-IN-THE-SKY” attitude.  Totally unrealistic, and often indifferent, and, or disingenuous.  Now he said on 19 Sep 2011, that Tokyo Electric Power (TEPCO) would stabilize the reactors earlier than planned. Hosono is also quoted as saying that Japan  would accept a team of The International Atomic Energy Agency (IAEA) headquartered in Vienna.  IAEA inspectors due to arrive next month(OCT 2011) again, to advise on how to clean up the grounds surrounding the Dai No.1 plant. We would hope the Pacific Ocean’s coastal waters also.  Unfortunately, any such hopes are ill founded.  We know from experience that the IAEA (as in: Ea..EA – OH! – Old Mc Donald had a Farm, you remember the song, don‘t you?). Is nothing more than an INTERNATIONAL NUCLEAR WHITEWASH GROUP, Funded by the powers of “B”, and until recently under a British Chairperson.  Truth is, they’ve been there, done that already – They left Fukushima with praises for TEPCO, and their work crews, AND NO RECOMMENDATIONS. THAT! IS WHAT THEY DO!  The Japanese Nuclear industry Is calling on foreign organizations to get them “Back to normal” – AS IF THAT WERE POSSIBLE!!

This protest group seems very well organized, intent in its purpose, reasonable in its demands, and peaceful in seeking their demands.  WE CONGRATULATE THEM!

FUKUSHIMA – ONE HELL OF A TRAGEDY Six months after three(3) of its Dai No.1 , suffered core meltdowns, the plant continues to release radiation. The leaks have contaminated the water supply and food chain, and forced the evacuation of 100,000 people living near the Nukes. Residents of towns closest to the facility have been told it could be years, perhaps decades, before radiation levels are low enough for them to return.  It would be harsh, or perhaps cruel, to tell them the truth: THERE IS NO GOING BACK TO POISONED LANDS – Except for those who choose ending to their life, abandoned, shunned, mostly deprived of public and medical services; And yet, there will be some who opt so.


1. Shut-down of all Nuclear Power Plants (NPPs) presently online – ASAP.

2. Permanent suspension of governmental consideration to authorize a Re-activation” of Nukes currently idle for any reason. New Prime Minister Joshihiko Noda is no so inclined- Perhaps that is the reason he was “Elected”.

3. An acknowledged governmental prohibition of any future plans/approval for NPPs construction. – Wonder how P.M. Noda feels about that?

4. A full revocation of the 20 mSv/year radiation exposure level for children.  That level is considered too high by most health organizations. – Wonder how Goshni Hosono feels about that?

5. An acknowledged shift in political policy, from nuclear power to natural energy.

ANTI-NUCLEAR DEMONSTRATION IN INDIA’S SOUTH-MOST STATE. A massive public demonstration spearheaded by various religious and anti-nuclear activists, protested against the 1000 Megawatt (MW) “Kudankulam Nuclear Power Plant (KNPP)” located in Tirunelveli, India. The plant is one of two(2) being built (next to each other) on the site, by the “Nuclear Power Corporation of India Ltd (NPCIL)”. The first Nuclear Power Plant is expected to go start producing commercial electricity in Oct 2011(next month) offering some relief to the power starved Indian state of Tamil Nadu. The second unit of  KNPP will start providing power to the national grid in June 2012. Hectic activities are underway at the plants for the timely commissioning of the first two (2) plants; However, an additional four(4) Nukes are planned on the same site.

RUSSIAN DESIGNED NUKES The power plants are being built under technical collaboration with Russia. The Russian government has expressed its willingness to help India build four(4) more reactors of 1200 MW each at the Tirunelveli site, which would then be converted into an “energy park”.

TROUBLEMAKERS PROTEST Some 127 persons including 20 women, three nuns, four priests belonging to a Roman Catholic group, and four physically challenged men are on indefinite fast at the site of the plant since Sunday demanding its shutdown at the earliest. Intelligence officials in Chennai said the agitation looks very dubious.

SPEAKING FOR THE PROTESTERS, SP Udaya Kumar, of the “People’s Movement Against Nuclear Energy”, and one of the participants sitting in fast, says he does not know whether any villagers have been deprived of their land because of the plant. “Those things are immaterial. We do not need this nuclear power plant here in (the City of)Tirunelveli he told India’s DNA publishers.  He expressed his ignorance when asked about the land acquired by the NPCIL for building two(2) nuclear power plants of 1000 MW each.

LOCAL AUTHORITIES BAFFLED? A senior intelligence official(UNIDENTIFIED) said the presence of leaders of a particular religion (Roman Catholic) has been noted. “This needs to be studied and analyzed…There were no protests or agitations when the ground works of the reactor began in 2001”  Udaya Kumar, a political scientist, charges that no public hearings were held prior to the sanctioning of the project. But he was evasive when asked why they did not approach the courts. NPCIL authorities said the area selected for the site was barren land. In Tirunelveli, land is still being sold at throw-away prices because there is no irrigation facility.

INDIA’S ACADEMIA LIKES THE PROJECT. Prof AJA, Ranjit Singh, principal, Sri Parama Kalyani, College of environmental Science, said there is something suspicious about the way the agitation has been organized. Dr Anil Kakodkar, former chairman, Department of Atomic Energy, said that the KNPP would be the safest of all nuclear reactors in the world (naturally). NOTHING IS SAID ABOUT THE TYPE OF REACTORS USED, BUT GEN-III, are a good bet.

As it is now well recognized, the Nuclear Industry follows the same Modus Operandi (MO) worldwide;  In this case, in India 2001, they clearly colluded with the Local authorities for permission to carry out their plans, even without consulting with the locals.  Next, they obtained engineering technical, and other support from Russia. We do not know the details of their arrangement, but they normally include life-long monopoly on nuclear fuel provisioning; That way, Nukes become: “The gift that keeps on giving”.  Next they got Academia to say how great this project would be if faced with opposition (as it is now).  Finally, they paid-off the press for “good coverage”.

NOT SO FAST! Everybody involved was economically set-up for life….but then, on 12 March 2011 Fukushima exploded in their faces;  FUKUSHIMA CHANGED EVERYTHING FOR THE URANIUM NUCLEAR INDUSTRY WORLDWIDE!  THE NUCLEAR CARTEL IS NOW IN A STEEP DIVE.

NIMBY! Now that the people of Tirunelvely, India have had the chance to see, and read about the demise of Japan and its Fukushima Dai No.1 Nuke complex, everyone says: NOT IN MY BACK-YARD(NIMBY), AND RIGHTLY SO!.  That is exactly what the demonstrators are trying to tell the Nuke builders. 

Judging from the tenor of the article referenced above, The clearly biased Indian Press would like to present the Demonstrators as ignorant, “religious nuts”, and agitators.  THEY JUST DON’T GET IT!!! OR RATHER, DON’T WANT TO GET IT!!!  The demonstrators are clearly knowledgeable, articulate, vocal,  and even using M. K. Gandhi peaceful protest means.  I am happy to report that now protests against Nukes are becoming nationwide in India, (and regrettably, more violent). BRAVO FOR THEM! AND ALL LIKE THEM.  WE WISH THEM SUCCESS AGAINST THE “POWERS OF B”, FOR THE SAKE OF THE WHOLE WORLD.

An explosion was reported  at a French nuclear power plant of Marcoule, in Chusclan(near the city of Nimes) in southern France. The explosion occurred at the “Centraco Nuclear Waste Treatment Center” operated by the “Socodei” subsidiary of EDF.  The blast purportedly occurred in an oven during production of Mixed Oxide(MOX). Normally MOX consists of between 6% to 10% Plutonium(worlds most toxic substance) with Uranium. According to emergency services, one person was killed, and three(3) were injured in the explosion.

WHO IS EDF ? Just the world’s largest Utility Company- that’s who!  EDF is headquartered in Paris and had €65.2 billion in revenues in 2010.  They are more commonly known as: “Électricité de France S.A. (Electricity of France) – S.A. stands for “Corp.” worldwide.

The site is partly used by French nuclear giant AREVA to produce MOX fuel which recycles plutonium(world’s most toxic substance) from nuclear weapons. Part of the process involves firing superheated plutonium, and uranium pellets in an oven. MOX normally consists of 6% to 10% Plutonium, with the remainder being Uranium.

Evangelia Petit of the “Agency for Nuclear Safety”(French counterpart to our NRC) said on 12 Sep 2011, that Marcoule is a “nuclear waste management site” that does not include any reactors, and that an explosion had taken place, but declined to provide any further details. Officials in the “Gard region” also confirmed Monday’s explosion but also said they could not give any more information.

THE BIG “HUSH’ IS ON! A spokesman for the French Atomic Energy Commissariat (CEA) said:  “For the time being nothing has made it outside”(specially real news).  A security perimeter has been set up around the installation, firefighters said, but gave no further details.



“THE BIG HUSH” IS ON – As usual, the first casualty of a nuclear “incident” is news.  The Uranium Nuclear Cartel’s financial interest would not be served by adverse news; especially if it is true; That, is very bad news for people living in close proximity to the MOX processing facility where the explosion took place.

When officials say: “nothing has made it outside”, they IMPLY that radiation has not escaped into the air, or the nearby body of water; AND SO, NO SWEAT!…WELL, NOT REALLY.  Problem is that in the Fukushima Tragedy of 3/11, the first casualty became the public trust on Academia, Government Agencies, and even local authorities, who do not want their sources of income impacted negatively.  We find it deplorable that they should take such an attitude, when their first concern ought to be public safety.  WE’LL SEE.

The fact that first Great Britain, and now France are known to be/have been  involved in reprocessing Plutonium, be it derived from Nuclear weapons, or a fissile by-product of Nuclear Power Plants(NPPs), is a good indication that “nuclear waste disposal” is reaching critical proportions worldwide;  Quite simply, because we are running out of places to “long-term store” such waste.  We have recently written articles on that very problem, as well as the closing-down of the MOX factory in Northern England:  AND YET,  THE NUCLEAR INDUSTRY CONTINUES TO CREATE WASTE WITH EVER MORE NUCLEAR POWER-PLANTS.
